29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure.   On 11 July 2019, at a jobsite located at 303 Westminster CT. Oswego IL. 60543, employees of JD Roofing Corp. were observed removing and replacing a roof on a residential structure and they were exposed to fall hazards in excess of 23 feet. All employees observed were not wearing fall protection devices. No other form of fall protection was being utilized during this work activity.  Abatement documentation is not required for this item.

29 CFR 1926.503(a)(1): The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards:   On 11 July 2019, at a jobsite located at 303 Westminster CT. Oswego IL. 60543, employees of JD Roofing Corp.  were observed performing residential roofing operations at heights in excess of 23 feet. The employees were not using fall protection. The employer failed to ensure an employee training program specific to fall hazards had been developed and maintained. Employees were thereby exposed to the hazards associated with falls from height.   Abatement documentation is required for this item in accordance with 29 CFR 1903.19(d).

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  On 11 July 2019, at a jobsite located at 303 Westminster CT. Oswego IL. 60543, employees of JD Roofing Corp., who were engaged in residential roofing operations were using an extension ladder that was not extended to at least three feet above the eave to allow for safe access to the roof. This exposed employees to a fall of approximately 23 feet feet onto concrete below.   Abatement certification is required for this item in accordance with 29 CFR 1903.19(c).
