29 CFR 1926.102(a)(1): The employer did not ensure that each affected employee use appropriate eye or face protection when exposed to eye or face hazards from flying particles, molten metal, liquid chemicals, acids or caustic liquids, chemical gases or vapors or potentially injurious light radiation.  On or about July 15, 2019, an employee engaged in residential roofing operations was exposed to struck by hazards while operating a pneumatic nail gun without eye protection.    No abatement certification or documentation is required for this item.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   On or about July 15, 2019, an employee was engaged in residential roofing operations up to approximately 19 feet above grade and was exposed to fall hazards.  Fall protection was not being utilized.    No abatement certification or documentation is required for this item.   E & Celedon Construction was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number1416209, citation number 1, item number 2 and was affirmed as a final order on November 13, 2018 with respect to a workplace located at 1626 Redwood Drive, Janesville, WI 53546.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  On or about July 15, 2019, an employee was engaged in residential roofing operations up to approximately 19 feet above grade and was exposed to fall hazards.  Fall protection training had not been provided to enable employees to recognize and minimize fall hazards on the jobsite.   Abatement documentation is required for this item in accordance with 29 CFR 1903(d).    E & Celedon Construction was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.503(a)(1), which was contained in OSHA inspection number 1416209, citation number 1, item number 1b and was affirmed as a final order on November 13, 2018 with respect to a workplace located at 1626 Redwood Drive, Janesville, WI 53546.
