29 CFR 1910.261(l)(9)(i): The nipping points of all drum winders and rewinders located on the operator's side were not guarded by either automatic or manually operated barrier guards of sufficient height to protect fully anyone working around them.     (a) Site:  In the manufacturing facility at 97 East Main Street, Erving, MA, 01344, in the basement level, at Paper Machine 3 (PM3) at the PM3 Winder (a.k.a. Pope Reel):  On 7/21/2019, a trainee by-passed the existing guards and accessed the area between the reel and the calendar while the machine was operating.

(a) Site:  In the manufacturing facility at 97 East Main Street, Erving, MA, 01344, in the basement level, at Paper Machine 3 (PM3) between the Measurex and the PM3 Winder (a.k.a. Pope Reel):  On 7/21/2019, and at times earlier, when operators were manually feeding the tail of the paper roll into the PM3 Winder the hazard of the nip points on all calender rolls was not eliminated or minimized by means of an effective barrier device, or by feeding the paper into the rolls by means of a rope carrier, air jets, or hand feeding devices.
