29 CFR 1926.602(a)(4): All earthmoving equipment mentioned in this section,1926.602(a), did not have a service braking system capable of stopping and holding the equipment fully loaded as specified in Society of Automotive Engineers SAE-J237, Loader Dozer-1971, J236, Graders-1971, and J319b, Scrapers-1971:    (a) On or about 07/30/2019 - Parking lot front entrance area, an Ingersoll Rand vibrating compactor (Model DD-70F) was being operated with a defective braking system, exposing employees to a struck-by hazard.

29 CFR 1926.602(a)(9)(ii): Earth moving or compacting equipment which had an obstructed view to the rear was operated in reverse gear; such equipment did not have in operation a reverse signal alarm distinguishable from the surrounding noise level or did an employee signal that it is safe to do so:    (a) On or about 07/30/2019 - Parking lot front entrance area, an Ingersoll Rand vibrating compactor was in operation with an inoperable reverse alarm system, exposing employees to a struck-by hazard.
