29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them):  (a)  Wayne Haskins Construction Inc, at 562 Main Street, Minturn, CO: On 8/16/19, the employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them).  Wayne Haskins Construction Inc directed the work of multiple contractors, including Horizon Roofing Inc and Chris Gifford Construction Inc, during the exterior remodel of multiple three story multi-family residential structures.  Two employees of Horizon Roofing Inc were not protected from a fall while working on the building roof.  One subcontractor of Chris Gifford Construction Inc was not protected from a fall while working on the building roof.  The workers accessed the roof top using a tubular metal scaffold.  Wayne Haskins Construction Inc did not ensure that the work site was inspected by a competent person.  This condition exposed the workers to an approximate 36 foot fall hazard.
