29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.  Worksite located at 4050 Pennsylvania Avenue, Kansas City, Missouri- Employees were exposed to fall hazards while working on unprotected edges and were not protected from falling as the guardrail system had one railing.  One employee was working on the edge of the window ledge underneath the guardrail.

There was no written hazard communication program to explain how chemicals would be labelled, how safety data sheets would be maintained, and training given.
