29 CFR 1910.1200(e)(1): Employer had not developed, implemented or maintained at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g) and (h) of this section for labels and other forms of warning, safety data sheets, and employee information and training will be met:    (a)  Marshall Brothers Construction, dba G2 Roofing, at 2 White Pelican Circle, Thornton, CO: On and preceding 8/29/19, the employer had not developed, implemented or maintained at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g) and (h) of this section for labels and other forms of warning, safety data sheets, and employee information and training will be met.  Marshall Brothers Construction dba G2 Roofing directed the work of 720 Restorations LLC, during the reroofing of a two story residential structure.  Marshall Brothers Construction dba G2 Roofing provided chemicals to be used by employees of 720 Restorations LLC during the installation of the flat roof insulation and membrane.  Marshall Brothers Construction dba G2 Roofing had not developed, implemented, or maintained a written hazard communication program.  Hazardous chemicals brought to the work site included, but were not limited to the following:    1.  Carlisle Construction Materials Weathered Membrane Cleaner;  2.  Carlisle Construction Materials TPO Primer; and   3.  Peak Building Products Shingle & Flashing Roof Accessory Paint.

Marshall Brothers Construction dba G2 Roofing directed the work of 720 Restorations LLC, during the reroofing of a two story residential structure.  Marshall Brothers Construction dba G2 Roofing provided chemicals to be used by employees of 720 Restorations LLC during the installation of the flat roof insulation and membrane.  Marshall Brothers Construction dba G2 Roofing did not maintain in the workplace SDSs for each hazardous chemical brought to the site by Marshall Brothers Construction dba G2 Roofing.  Hazardous chemicals at the work site included, but were not limited to the following:  1.  Carlisle Construction Materials Weathered Membrane Cleaner; 2. 29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them):    (a)  Marshall Brothers Construction, dba G2 Roofing, at 2 White Pelican Circle, Thornton, CO: On and preceding 8/29/19, the employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them).  Marshall Brothers Construction dba G2 Roofing directed the work of 720 Restorations LLC, during the reroofing of a two story residential structure.  Marshall Brothers Construction dba G2 Roofing did not ensure that the work site was inspected frequently and regularly by a competent person.  This condition exposed employees of 720 Restorations LLC to fall hazards and chemical hazards.
