Such programs would support the employer and employees in identifying and avoiding potential hazards such as falls during job site operations, decreasing the probability of employee injury and/or illness.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:    a) On August 29, 2019 at the address of 807 Shawnee Road, Lima OH: The employer did not ensure that employees had been trained in the appropriate use of fall protection such as, but not limited to, the use of personal fall arrest systems or alternative measures while performing various roofing operations from elevated surfaces.

29 CFR 1926.501(a)(2): The employer did not determine if the walking/working surfaces on which its employees were to work on, had the strength and structure integrity to support employees safely:    a) On August 29, 2019 at the address of 807 Shawnee Road, Lima OH: The employer did not ensure the area of the roof where employees were working, had the requisite strength and structural integrity to support the weight of the employees.  An employee was severely injured from a 15 foot fall when they fell through the metal roof.

29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs, with unprotected sides and edges 6 feet (1.8 m) or more above lower levels, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems:    a) On August 29, 2019 at the address of 807 Shawnee Road, Lima OH: the employer did not assure employees were protected for fall hazards while removing roofing material from a flat commercial roof.  The employees were exposed to a 15 foot fall to the ground below.
