This condition exposed employees to eye hazards.

29 CFR 1926.1053(b)(1): When portable ladders were used for access to an upper landing surface, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access:    a)  Special Roofing and Remodeling, 309 E Florida Ave, Denver, CO  80210:  On and before September 6, 2019, the employer did not ensure that the portable ladders against the west end of the home was used for access to an upper landing surface, the ladder side rails only extended 1 foot above the upper landing surface to which the ladder is used to gain access. This condition exposed employees to fall hazards.
