29 CFR 1926.451(b)(7): On scaffolds where platforms are overlapped to create a long platform, the overlap did not occur only over supports: (a) Lot Number 168 - An employee worked from scaffolding to hang siding on the garage of the attached residential home. The employer had an Alum-A-Pole pump jack scaffold erected across the garage entrance, and the employer created a longer work platform along the garage's other two sides by installing two Werner scaffold stages perpendicular to the pump jack stage. One end of each of these Werner scaffold stages rested on top of an end of the pump jack stage rather than on scaffold supports, exposing the employee who worked on the scaffolding to the hazard of falling to a lower level, on or about September 10, 2019. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

29 CFR 1926.1053(b)(4): Ladders were used for purposes other than the purposes for which they were designed: (a) Lot Number 168 - An employee worked from scaffolding to hang siding on the garage of the attached residential home. In part, this scaffolding consisted of a Werner scaffold stage supported on one end on the third rung from the bottom of a Werner 6-foot fiberglass step ladder. The manufacturer did not design this step ladder for use as a scaffold support, exposing the employee who worked on the scaffolding to the hazard of falling to a lower level, on or about September 10, 2019. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
