29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   (a)  Transform Construction located at 2750 Welsford Drive, Upper Arlington, OH 43220: On and preceding September 19, 2019, the controlling employer did not ensure that employees engaged in residential framing at heights exceeding 6 feet were protected by guardrail systems, safety net system, or personal fall arrest system.  Three framers were working at heights up to 19 feet with the project manager on site observing the work taking place.  The framers were not utilizing a personal fall arrest or any other means of fall protection.  The following condition exposed employees to falls up to 19 feet.
