29 CFR 1903.19(d)(1): The employer did not submit to the Agency documents demonstrating that abatement is complete for each willful or repeat violation and for any serious violation for which the Agency indicates in the citation that such abatement documentation is required:    a.  The employer failed to provide documentation demonstrating the abatement methods and completion as cited in Citation 1 Item 1a for failing to develop and implement safety and health programs.  b.  The employer failed to provide documentation demonstrating the abatement methods and completion as cited in Citation 1 Item 1b for failing to train employees on how to recognize potential hazards at the job site.  c. The employer failed to provide documentation demonstrating the abatement methods and completion as cited in Citation 1 Item 2 for hazards associated with lack of suppling and requiring employees to wear protective eyewear.    d. The employer failed to provide documentation demonstrating the abatement methods and completion as cited in Citation 1 Item 3 for hazards associated with lack of fall protection or alternative fall protection measure.  e. The employer failed to provide documentation demonstrating the abatement methods and completion as cited in Citation 1 Item 4 for hazards associated with not ensuring that a portable ladder was extended 3 feet above the eve of the upper landing surface.

Employees working at heights on this framing project were not wearing a personal fall harness nor was there any other forms of fall protection systems in place.

Employees were exposed to a fall from height hazard.
