29 CFR 1926.451(e)(6): Integral prefabricated scaffold access frames shall:  29 CFR 1926.451(e)(6)(i): Be specifically designed and constructed for use as ladder rungs.  a. Located at 515 4th Street in Marietta, Ohio: On or about September 26, 2019, and at times thereto, employees climbed up the frame of a Bil-Jax fabricated frame scaffold in order to climb from the scaffold to the roof surface. The scaffold frame was not designed to be used as a ladder, thereby exposing employees to an approximately eleven foot fall hazard.
