29 CFR 1910.23(e)(1)(v): Unless otherwise specified in this section, mobile ladder stands and platforms with a top step height of 4 feet (1.2 m) or above did not have handrails with a vertical height of 29.5 inches (75 cm) to 37 inches (94 cm), measured from the front edge of a step;     a) 2815 Highway 44 West - on or about 10/1/2019, employees in the process of trailer maintenance activities were exposed to fall hazards up to 9'10", in that, the mobile ladder stand platform was not equipped with handrails on both sides of the steps. A handrail was installed only on one side.

29 CFR 1910.23(e)(1)(vii): Mobile ladder stands and platforms that have wheels or casters were not equipped with a system to impede horizontal movement when an employee is on the stand or platform:  a) 2815 Highway 44 West - on or about 10/1/2019, employees in the process of trailer maintenance activities were exposed to a 9'10" fall hazard, in that, the mobile ladder stand platform was not equipped with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement.

29 CFR 1910.23(e)(3)(ii):  Mobile ladder stand platforms with a platform height of 4 to 10 feet (1.2 m to 3 m) did not have, in the platform area, handrails with a vertical height of at least 36 inches (91 cm) and midrails:  a) 2815 Highway 44 West - on or about 10/1/2019, employees in the process of trailer maintenance activities were exposed to a 9'10" fall hazard, in that, the mobile ladder stand platform was not equipped with an adequate hand rail system on the work platform. The vertical height of the top rail was 31 inches and no mid rail was installed.
