29 CFR 1915.81(a)(5): The employer shall dispose of flammable and combustible substances, such as paint thinners, solvents, rags, scrap, and waste, or store them in covered fire-resistant containers at the end of each workshift or when the job is completed, whichever occurs first. SF Terminal Float Gate E, deck, stern end: Rags soaked with flammable International Thinner used for cleaning surfaces were not disposed of in a metal, self-closing receptacle. Employees are exposed to fire hazards.

29 CFR 1915.81(b)(1)(iii): The employer did not ensure that each walkway was kept clear of tools, equipment, materials, and other objects that created a hazard for employees: SF Terminal Float Gate E, third level scaffold, aft end: Electrical power cords and boxes were obstructing the walking-working surface in two locations. Employees were exposed to trip hazards.

SF Terminal Float Gate E, third level scaffold, aft end: Labels attached to fall protection systems were illegible. Employees were working at heights in excess of 15 feet and are required to wear fall protection to guard against fall hazards.
