29 CFR 1926.1051(a): Stairways or ladders were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist was provided:     (a)  Roof, Building #53 - On or about October 23, 2019, roofers were exposed to a fall hazard where they hoisted themselves to the next level because they were not provided a stairway or ladder to access the landing.    In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the Certification of Corrective Action Worksheet).
