29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system:      Residential roof: On or about October 23, 2019, employees were observed working on a single story residential roof without the use of fall protection equipment. This condition exposed employee to fall hazards greater than 6-feet to the ground below.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:      On or about October 23, 2019, the employer did not ensure that employees working on a residential roof were provided with fall protection training necessary for hazard recognition and safe work practice. Employees were exposed to fall hazards from an elevation exceeding 6 feet.
