29 CFR 1926.20(b)(2): (Accident prevention responsibilities.) Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers.  On or about the 21-day period of Oct. 7 - 28, 2019, located on the residential roof structures of Bldgs. 9 and 21, there were no frequent and regular inspections being performed by a competent person in that employees: were performing framing work at elevation, over a 3-week period throughout the property, while not utilizing an effective fall protection system and exposed to potential falls of 8' 8" (bldg. 9) and greater than 6 feet (bldg. 21) above ground level; were not provided an effective fall protection system in that roof anchors were not installed before performing framing work at elevation; and employees were not properly supervised at the site by either the owner or foreman.

29 CFR 1926.501(b)(1): "Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.  (a) On or about Oct. 7, 2019, located at Bldg. 21, employees were performing framing work from a roof structure with unprotected sides and edges while not utilizing a fall protection system and exposed to potential falls greater than 6 feet above ground level.   (b) On or about Oct. 28, 2019, located on the north side of Bldg. 9, employees were performing framing work from a roof structure with unprotected sides and edges while not utilizing a fall protection system and exposed to potential falls of 8' 8" above ground level.

29 CFR 1926.503(a)(1): ("Training Program.") The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards.      The employer did not provide an effective training program for employees performing framing work from a steep pitch residential roof structure while not utilizing an effective fall protection system and exposed to potential falls of 8' 8" above ground level.
