Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers.  On or about the 21-day period of Oct. 7 - 28, 2019, located on the residential roof structures of Bldgs. 9 and 21, there were no frequent and regular inspections being performed by a competent person in that employees: were performing framing work at elevation, over a 3-week period throughout the property, while not utilizing an effective fall protection system and exposed to potential falls of 8' 8" (bldg. 9) and greater than 6 feet (bldg. 21) above ground level; were not provided an effective fall protection system in that roof anchors were not installed before performing framing work at elevation; and employees were not properly supervised at the site by either the owner or foreman.
