29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a)  At Unit 41 - 44 Gulf Stream Circle, Gulf Stream, Orange Beach, Alabama:  On or about December 3, 2019 and at times prior; the employer allowed his employees to perform framing activities without fall protection exposing his employees to a fall hazard of up to 10 feet 6 inches to the ground below.   THE HUMBERTO IBARRA DBA HUMBERTO IBARRA WAS PREVIOUSLY CITED FOR A VIOLATION OF THIS OCCUPATIONAL SAFETY AND HEALTH STANDARD OR ITS EQUIVALENT STANDARD 29 CFR 1926.501(B)(13) WHICH WAS CONTAINED IN OSHA INSPECTION NUMBER  1374257, CITATION NUMBER 1, ITEM NUMBER 1 AND WAS AFFIRMED AS A FINAL ORDER ON APRIL 9, 2019,  WITH RESPECT TO A WORKPLACE LOCATED AT 330 HEMLOCK DR., LOT 64 FIRETHORNE, FAIRHOPE, ALABAMA.
