29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b): a) At Unit 61 - 64 Gulf Stream Circle, Gulf Stream (Main Roof), Orange Beach, Alabama: On or about December 3, 2019 and at times prior; the employer allowed his employees to perform roof decking activities without fall protection exposing his employees to a fall hazard of 18 feet 5 inches to the ground below. b) At Unit 61 - 64 Gulf Stream Circle, Gulf Stream (Front of House), Orange Beach, Alabama: On or about December 3, 2019 and at times prior; the employer allowed his employees to perform framing activities without fall protection exposing his employees to a fall hazard of up to 10 feet 4 inches to the ground below.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) At Unit 61 - 64 Gulf Stream Circle, Gulf Stream, Orange Beach, Alabama: On or about December 3, 2019 and at times prior; the employer allowed his employees to us a ladder to gain access to a high slope roof and the rails of the ladder did not extend three feet above the roofs landing exposing his employees to a fall hazard of 10 feet 4 inches to the ground below.
