29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a) At 23060 Perdido Beach Boulevard, Romar Beach Condominiums, Orange Beach, Alabama:  On or about January 8, 2020 and a times prior;  The employer allowed his employee to remove and replace the walkways on the second and third floors of the condominium complex without fall protection exposing his employees to a fall hazard of up to 30 feet to the ground below.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  a) At 23060 Perdido Beach Boulevard, Romar Beach Condominiums, Orange Beach, Alabama:  On or about January 8, 2020 and a times prior;  The employer allowed his employee to remove and replace the walkways on the second and third floors of the condominium complex without first ensuring his employees were trained on the hazards associated with falls to include setting up and inspecting fall protection exposing his employees to a fall hazard of up to 36 feet to the ground below.

29 CFR 1926.1053(b)(13): The top or top step of a stepladder was used as a step:  a) At 23060 Perdido Beach Boulevard, Romar Beach Condominiums, Orange Beach, Alabama:  On or about January 8, 2020 and a times prior;  The employer allowed his employee to stand on the top step of a six foot a-frame ladder to assist with the removal and replacement of a wooden walkway on the first and second floor exposing his employees to a fall hazard of up to 36 feet to the ground below.
