29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person:  (a) 136 South Hanover Street, Hummelstown, Pennsylvania - The employer did not have a competent person on the job site in that nobody who worked on the site on February 11, 2020 inspected the job site, identified predictable fall hazards, and took immediate actions to correct the hazards.  As a result, employees did roofing work without using fall protection while on the roof, without extending the ladder used to access the roof three feet above the landing surface, and from a ladder jack scaffold with bridged working platforms, exposing the employees to the hazard of falling to a lower level.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and state employees and their representatives were informed of this abatement.
