29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s): a) On or about February 26, 2020 and at times prior, the employer did not initiate and maintain programs that provided for frequent and regular inspections of equipment in use at the Town Center Project, including a Genie Model Z45/25 aerial lift. This lift was in use with several defects that should have been identified through an effective inspection program, including but not limited to, a non-functional horn, non-functional auxiliary platform controls, a fuel leak and improperly secured battery.
