29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used.  Guardrails were used as a means of access.   At a jobsite located at 101 McCulloh Street, Adrian, MO, an employee was exposed to fall hazards when they used guardrails of a scissor lift to exit and enter the platform from an elevated height on a roof.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface having an unprotected side or edge which was six or more feet (1.8m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.  At a jobsite located at 101 McCulloh Street, Adrian, MO, an employee was exposed to fall hazards when they were accessing a scissor lift from an unprotected roof edge that was greater than six feet from the lower level.
