29 CFR 1910.22(d)(1): The employer did not ensure that walking-working surfaces were inspected, regularly and as necessary, and maintained in a safe condition: A.) Oil City Main Post Office; back exit by Front Street - On or about 3/5/20, and at times prior thereto, the stairway platform outside of the door had cracking in the base of the concrete platform and bricks were falling out of the area under the platform. A crack began to propagate along the surface of the stairway platform along the outer edge/corner. ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.

29 CFR 1910.29(b)(3): Guardrail system was not capable of withstanding, without failure, a force of at least 200 pounds (890 N) applied in a downward or outward direction within 2 inches (5 cm) of the top edge, at any point along the top rail: A.) Oil City Main Post Office; back exit by Front Street - On or about 3/5/20, and at times prior thereto, the railing on the stairway platform was not secured to the platform and the wall of the building. The railing was easily moved with a slight amount of hand pressure. ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.

Oil City Main Post Office; maintenance dept - On or about 3/5/20, and at times prior thereto, plaster from the ceilings had fallen from the area. Caution signs were not used to warn employees of the hazard of falling plaster. B.) Oil City Main Post Office; supply room - On or about 3/5/20, and at times prior thereto, plaster from the ceilings had fallen from the area. Caution signs were not used to warn employees of the hazard of falling plaster. C.) Oil City Main Post Office - On or about 3/5/20, and at times prior thereto, glass from the broken/cracked windows had fallen from the windows onto the floor. Caution signs were not used to warn employees of the hazard of falling glass. ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). Oil City Main Post Office - On or about 3/5/20, and at times prior thereto, the company did not have a Safety Data Sheet for chemicals including, but not limited to, Blackjack Black Plank Finisher. The company maintained outdated Material Safety Data Sheets for that chemical.
