29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:   On or about March 9, 2020, during the installation of framing material on a new construction commercial location located at 944 E. Turkeyfoot Lake Rd, Akron, Ohio 44685; the employer did not conduct frequent and regular inspections of the job site where employees were exposed to fall hazards while working in aerial lifts with working surfaces heights of approximately 23.9 feet.

1926.454(a) The employer shall have each employee who performs work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards. The training shall include the following areas, as applicable:   On or about March 9, 2020, at a job site located at 944 E. Turkeyfoot Lake Rd, Akron Ohio 44685; during the installation of framing material at a new construction commercial location, the employer did not ensure all employees using an aerial lift were protected from fall hazards approximately 23.9 feet by a fall protection device.
