29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s).  On or about 28 February 2020, three workers performing framing activities on a multi-family residence under construction were working under unsafe conditions such as fall hazards from elevated locations and improper use of ladders. The employer did not correct hazards through frequent and regular safety inspections at the site, exposing workers to hazards such as falls.
