29 CFR 1926.1053(b)(9): The area around the top and bottom of ladders shall be kept clear:  a) Jobsite, 1338 Freedom Road, Cranberry Township, PA:  On or about May 15, 2020, an employee was working from a portable A frame Werner ladder that was leaned against the building and being held by another employee due to the area around the bottom of the ladder was cluttered with a dirt pile and construction debris and the ladder not able to be used the way it was intended.
