29 CFR 1926.416(a)(1): Employees were permitted to work in proximity to electric power circuits and were not protected against electric shock by de-energizing and grounding the circuits or effectively guarding the circuits by insulation or other means:  a) On or about 1/28/2020, Guest Check In/Sales Building (New), the CSHO observed an electrician working on Panel OBL without de-energizing the panel, exposing employees to electrical shock.  NOTE: Certification of abatement is not required for this citation item as abatement was documented by the compliance safety and health officer within 24 hours of the inspection.
