29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure.   On June 9, 2020, employees were exposed to falls while framing a multi-story apartment building at 400 Broadway Ave, Sheboygan Falls, WI in that:  A) Two employees setting floor trusses were standing on the top plate of an interior wall and an interior header near the exterior wall instead of working from ladders or scaffolding;  B) Employees laying OSB sheets on the deck of the second floor were not following leading edge procedures by installing a control line on the open edge of the controlled decking zone.  C) One employee was walking on the top chord of a floor truss that was not completely braced to prevent it from rolling over.
