29 CFR 1926.21(b)(2): (Employer responsibility.) The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury.  On July 15, 2020, located inside a Temporary Traffic Control (TTC) work zone at an urban multi-lane, two way street, employees of John R. Jurgensen occupying the TTC work zone were performing milling operations. Employees of subcontractor P and C Johnson Trucking LLC were operating dump trucks inside the TTC work zone that had not been instructed on the recognition and avoidance of unsafe conditions to minimize those hazards while performing this work, potentially exposing John R. Jurgensen employees to struck-by hazards.
