29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):          On or about July 30,  2020, at the previously addressed job site, employees sheathing and framing at heights greater than 23 feet to the lower level were not using fall protection, exposing the employees to falls.      Abatement certification is required for this item in accordance with the requirements of 29 CFR 1903.19(c).

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:   On or about July 30, 2020, at the previously addressed site address, employees sheathing and framing were not provided training on how to minimize fall hazards, thereby exposing the employees to the hazards associated with falls.   Abatement certification is required for this item in accordance with the requirements of 29 CFR 1903.19(c).

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed.  On or about July 30, 2020, at the previously addressed job site, employees used a portable ladder to access the upper walking/working surface while framing and sheathing that did not extend at least 3 feet above the roof eve.   Abatement certification is required for this item in accordance with the requirements of 29 CFR 1903.19(c).

On or about July 30, 2020, at the previously addressed job site, employees using portable ladders while framing and sheathing were not provided a training program addressing ladders in order to recognize and minimize hazards.    Abatement certification is required for this item in accordance with the requirements of 29 CFR 1903.19(c).
