29 CFR  1926.501(b)(2)(i):Each employee who was constructing a leading edge 6 feet or more above lower levels was not protected from falling by guardrail systems, safety net systems, or personal fall arrest systems: Note:  If the employer could demonstrate that it was infeasible or created a greater hazard to use these systems, a fall protection plan meeting the requirements of paragraph (k) of 1926.502 should have been developed and implemented.  (a) On or about October 01, 2020, on top of the roof at 656 Lobdell Ave., the  employees were applying tar over (Corning Brand, Turnbull, Asphalt Paper) to a roof and working very close to the leading edge at a height of 12-14ft.
