29 CFR  1926.1428(a):The employer of the signal person must ensure that each signal person meets the Qualification Requirements (paragraph (c) of this section) prior to giving any signals. This requirement must be met by using either Option (1) or Option (2) of this section.  On October 1, 2020, an employee standing on a commercial roof giving hand signals to a crane operator to hoist roofing materials to a rooftop had not been trained by the employer that meets the qualifications requirements of a signal person.
