29 CFR 1926.1053(a)(8): A metal spreader or locking device was not provided on each stepladder to hold the front and back sections in an open position when the ladder was being used: Worksite located at 166 N. 169 Hwy., Smithville, Missouri- Employee was exposed to a fall hazard in that the step-ladder being used to access the lower roof did not have its' metal spreader bar locked in to place and was attempting to use the ladder like an extension ladder.
