29 CFR  1926.501(b)(13):"Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure.  On October 20, 2020 at 1863/1865 Southbridge Road in De Pere, Wisconsin, employees were working on a roof with eave edges nine feet and ten feet above surface level without utilizing fall protection equipment.

29 CFR  1926.503(a)(2)(iii):  The employer shall assure that each employee has been trained, as necessary, by a competent person qualified in the use and operation of guardrail systems, personal fall arrest systems, safety net systems, warning line systems, safety monitoring systems, controlled access zones, and other protection to be used.   On October 20, 2020 at 1863/1865 Southbridge Road in De Pere, Wisconsin, the employer did not provide required fall protection safety training for employees working on a roof surface at heights greater than six feet without fall protection equipment.
