On 10/13/2020, at the Morgan Landing subdivision, lots 27-33, Buford, Ga., the employer was not performing inspections of the job site so as to ensure employees were working safely. Subcontracted employees were observed at the site exposed to fall hazards greater than 9' and tripping hazards as housekeeping was not well kept at the site.

29 CFR 1926.25(a): During the course of construction, alteration, or repairs, form or scrap lumber with protruding nails was not kept clear from work areas.  On 10/13/2020, at the Morgan Landing subdivision, lots 27-33, Buford, Ga., employees were performing framing activities and were exposed to tripping hazards as they went in and out of the buildings as scrap lumber with nails was in walkways going in and out of the sites.

29 CFR 1926.451(b)(1)(i): Each platform unit (e.g., scaffold plank, fabricated plank, fabricated deck, or fabricated platform) was not installed so that the space between adjacent units and the space between the platform and the uprights were no more than 1 inch (2.5 cm) wide, except where the employer can demonstrate that a wider space is necessary.  On 10/13/20, at the Morgan Landing subdivision, Lot 41, Buford Ga, subcontracted employees worked from scaffolds that did not have the working level of the scaffold fully decked.

29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used.  Cross braces were used as a means of access.   On 10/13/20, at the Morgan Landing subdivision, Lot 41, Buford Ga, subcontracted employees working from scaffolds were accessing working levels by climbing the scaffold members themselves or accessing working levels from 2nd story roofs rather than using a ladder to access working levels.

Deficiencies included not having the working level of the scaffold fully decked and not having access to working levels.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b).  On 10/13/2020, at the Morgan Landing subdivision, lots 27-33, Buford, Ga., subcontracted employees were performing framing and mason activities and were exposed to fall hazards from 9' to 18' as they worked without fall protection systems. Employees were working on the 2nd story levels without fall protection and walked the 2nd story top plate as they were framing the residential home.
