29 CFR 1926.454(a): The employer did not have each employee who performed work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards. On or about November 4, 2020, the owner and employees were installing the LATH paper and wire to the restaurant under construction up to approximately 10 feet 4 inches high from a tubular welded scaffold that without being trained to recognize the hazards of working from scaffolding, exposing employees to a fall hazard.
