29 CFR  OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that compressed gas cylinders containing nitrogen were not secured, thus exposing employees to struck-by (metal fragments from cylinder rupture or damage) and/or respiratory (leaking) hazards while working in or near areas with unsecured compressed gas cylinders.  (a) Jobsite located at 100 S 6th St, Philadelphia, PA: Employees were working in or near areas where unsecured nitrogen gas cylinders (7th floor, near entrance to stairwell on west side & inside room on east side) were stored. In the event a compressed gas cylinder were to be knocked over, rolled or fell, employees were exposed to struck-by (metal fragments from cylinder rupture or damage) and/or respiratory (leaking) hazards.  Condition noted on November 12, 2020.  Abatement Note: Among other methods, feasible and acceptable abatement methods to correct the hazards are to follow the recommendations of CGA P-1-2015, General safe handling rules for compressed gas containers.
