29 CFR  1926.502(b)(3):Guardrail systems were not capable of withstanding, without failure, a force of at least 200 pounds (890 N) applied within 2 inches (5.1 cm) of the top edge, in any outward or downward direction, at any point along the top edge:  a)  On or about 11/12/20, in a commercial building under renovation located on 936 Exchange Street, in Rochester, New York, the employer did not protect employees from falling through the top guardrail of a SkyJack SJIII 3220 lift  by ensuring that the top rail was secured as required by SkyJack lift manufacturer.  An employee on a SkyJack lift fell 20 feet to ground level while adjusting and installing a 6 inch pipe on a sprinkler system.  ABATEMENT DOCUMENTATION REQUIRED
