29 CFR  1926.20(b)(2):The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s).   On the construction site, the contractor in control of the site did not conduct hazard and accident prevention inspections and corrective actions to safety deficiencies such as but not limited to subcontractor employees exposed to fall hazards to ensure their safety.    Section 107 of the Act requires that no contractor or subcontractor for any part of the contract work  require any laborer, worker or mechanic employed in the performance of the contract to work in surroundings or under working conditions which are unsanitary, hazardous, or dangerous to their health or safety.
