29 CFR  1910.179(n)(3)(i): The load was not well secured and properly balanced in the sling or lifting device before it was lifted more than a few inches:   a.)  Erie Forge & Steel, Inc.; weld area - On or about 1/18/21 and at times prior thereto, a rail was being moved by a 22 ton P & H  overhead crane without being secure and balanced.  The load shifted and came loose striking an employee in the legs and knocking him down.  In addition, devices and/or methods were not utilized to prevent the sling/load from disengaging from the S-Hook rigging configuration.   ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below).  This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement
