29 CFR 1915.36(a)(2): Frequent tests were not made by a competent person to ascertain that the concentration of flammable vapors was below 10 percent of the lower explosive limit. (a) USS Preble Destroyer: Employees were spray painting the starboard outside hull of the vessel in a spray area with plastic sheeting around the ship. The employer did not conduct testing of the spray area to identify if the area was 10 percent below the lower explosive limit. Employees were using a class 3 flammable paint. This potentially exposed employees to a fire hazard.
