29 CFR  1926.21(b)(2):The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury.   a)  On or about 02/09/2021, at the bus garage of the Rochester Genesee Regional Transit Authority (RGRTA), located on 588 Trabold Road, in Rochester, New York, the employer did not instruct employees operating a mobile elevating work platform (scissor lift - Skyjack Model SJIII 3219) in the recognition of unsafe work conditions and control of hazards during the installation of netting for bird exclusion, such as, but not limited to: struck by a garage door. Two employees fell 15 feet to ground level when the scissor lift was struck by a large overhead door (RGRTA Bus garage Door #10) that was unexpectedly opened.  ABATEMENT DOCUMENTATION REQUIRED
