Peterson's Property Maintenance, Inc.; warehouse -  On or about 2/25/21, and at times prior thereto, an electrical panel box that powered the lighting and outlets had 55 gallon plastic drums directly in front of it. 29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:  A.)  Peterson's Property Maintenance, Inc.; warehouse - On or about 2/25/21, and times prior thereto, employees utilized chemicals including, but not limited to, window cleaner, Mediclean, and sanitizers.  The employers hazard communication program was deficient in that it did not include the following information:     1. Safety Data Sheets (SDS)           a. Procedure to follow to determine if the SDS is current,         b. Designations of person responsible for obtaining/maintaining the SDS's         c. Procedure to follow if SDS is not received with the 1st shipment         d. Procedure to follow if suspected the SDS is not appropriate        2.   Training:           a. Information on how the hazard communication training is to be conducted.           b.  Procedures/discussion of the manner in which hazard communication training will be conducted. (ie - written, visual presentation using slides, verbal)           c. Designation of the person responsible for conducting the training.     3.  Multi-employer worksites:           a.  Methods to provide the host employer with access to the company's SDS            b.  Methods to communicate to the host employer to provide company employee access to the host employer's SDS            c.  Procedure to train employees when they are potentially exposed to chemicals used by the host employer           d.  Procedures/method to inform the host employer of the company's labeling system being used           e.	Method to inform host employers about any necessary precautionary measures to protect their employees     4. 	Information on how to get a copy of the hazard communication program for employees, employee reps, NIOSH and OSHA     5. Labeling:            a. Designation of the person(s) responsible for workplace labeling           b. Description of the labeling system(s) used (e.g. Pictograms/Hazard Warnings/Chemical Identity)           c.  Procedures to review and update label information when necessary.   ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below).  This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.
