29 CFR 1926.1053(b)(1):  Where portable ladders were used for access to upper landing surfaces, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladders were used to gain access.  a) 162 Morgans Choice Road Camden-Wyoming, DE 19934: On or about March 16, 2021; the employer failed to ensure subcontracted employees that conducted framing work used an aluminum foldable/extending ladder that did not extend at least three feet above the upper landing, exposing them to falls from approximately 13 feet above concrete grade.
