29 CFR  1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person.  On or about March 22, 2021, and at times prior thereto, the employer did not perform frequent and periodic inspections to identify hazards within the jobsite, to include the stairwells, exposing the employees to the hazard of falling to a lower level at heights of 6 feet or greater.

29 CFR  1926.501(b)(15): Each employee on a walking/working surface 6 feet (1.8 meters) or more above lower levels was not protected from falling by a guardrail system, safety net system, or personal fall arrest system.  On or about March 22, 2021, the employer did not ensure that employees performing work in stairwells were protected from falling with a protective system, exposing the employees to the hazards of falling to a lower level at heights of 6 feet or greater.
