29 CFR  1917.26(d)(2):Stretchers were not kept close to vessels and were not positioned to avoid damage to the stretcher.  (a) North Pacific Fuel Dock - Captains Bay Rd, on or about March 29, 2021, employees were exposed to increased risk of serious injury in that there was no stokes basket or equivalent located at the site to immobilize and transport victims where obstacles to movement were present.
