Such programs would support the employer and employees in identifying and avoiding potential hazards, such as falls during job site operations, decreasing the probability of employee injury and/or illness.

29 CFR 1926.503(a)(1):The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards.  a)	Engelhardt Roofing on or about April 23, 2021, at the address of 8605 Salisbury Rd, Monclova, OH: The employer had not trained employees in the appropriate use of fall protection, such as but not limited to, the use of personal fall arrest systems while performing various roofing operations. The employees did not recognize the hazards associated with working from an elevated locations of 25 ft. without the benefit of fall protection.

29 CFR 1926.501(b)(11): Each employee engaged in roofing activities on a steep roof, with unprotected sides and edges 6 feet (1.8 m) or more above lower levels, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems:  a) Engelhardt Roofing on or about April 23, 2021, at the address of 8605 Salisbury Rd, Monclova, OH: The employer did not ensure employees were protected from falls while performing roofing activities atop a steep-sloped commercial structure. The employees were exposed to a potential 25 ft. to the ground below.
