29 CFR  1910.132(a): Personal protective equipment was not used when hazards capable of causing injury and impairment were encountered: high visibility clothing/vests shall be used where exposed to vehicular traffic.   a)  On or about  4/20/2021,  at the Home Depot, located on 2361 Buffalo Road, in Rochester, New York, the employer did not enforce the use of Personal Protective Equipment such as high visibility vests or reflective clothing where employees  were exposed to vehicular traffic.  Employees were engaged in roadside landscaping work requiring them to  step into traffic areas.  NO ABATEMENT CERTIFICATION REQUIRED
